Are there other factors that may impact my ability to aim?
YES DEFINITELY! Correct perspective is not the be all and end all.
Two other common faults I see that lead to poor aim are…
1 >> A putter sole not sitting flat on the ground at set up. I.e. toe or heel up in the air. This makes it difficult to aim for 2 reasons. Firstly, any line on the putter is now tilted and secondly, the putter wants to try and open or close with part of the putter in the air.
2 >> Too much shaft lean (forward press) or the opposite with the handle behind. Trying to get the shaft in a neutral position should make the putter easier to aim. Tendencies I often see with the forward press is to open the face at address and again, the opposite for the handle behind, with the tendency being to get the face open.
Give this a go and hopefully you should start aiming better and begin to build a stroke with less manipulation needed.
